Poor service on FNB Paypal

What a frustration it is to try and get money paid out through FNB's Paypal service. When submitting a quote an error shows that your account is on a hard hold. Trying to phone the Paypal service number is all in vain. I've been holding on TWICE for more than 20 minutes each time with NO response. How is it possible? FNB, please respond and advice. This really is poor service.
