Pointless Credit Card

So I have a credit card with nothing owing on the budget facility and I cannot make use of it??? what is the point of a credit card for emergencies??? for the past year I have been battling to get this sorted but to date no one is helping me. I went into the tOkai branch and all they did was give me a new card, what was the purpose of that? the bank keeps telling me its the merchants machine but even if its one of your own machines I still cannot use the budget facility.

your online chat agents are clueless, branch staff are clueless so who does one peak to that can actually help??
