PayShap doesn't work.. I think FNB doesn't want me to keep up my eBucks level

FNB wants me to make payments using PayShap. I've created a profile... and tried to pay money to my wifes PayShap ID... The problem is that after trying half a dozen times, it just doesn't work... It picks up her ID but then fails each time on the transaction... So as a payment option it fails and as an eBucks requirement it fails.
