PayPal withdrawal UNSUCCESSFUL! an FNB cannot help me.

I tried to withdraw money from my PayPal account.

But I keep getting an error message (E-104129) Hard hold on account. I've FICA all my documents. My PayPal account as well as my bank account has been verified. So I don't understand why I cannot withdraw my money.

This is an issue as this is my only source of income in these trying stages.
