Paypal Withdrawal Not Proceeding Successfully

I am not able to proceed with my Paypal withdrawal as when I get to the third stage of the withdrawal process the transaction does not complete but instead the system says the transaction is "still in progress" and that the withdrawal will reflect in a few minutes. I have been trying to withdraw from Paypal for hours at least 5 times already but I still get the same thing. I have also waited for many hours but the transactions I have made have not reflected at all! What is happening here? Why is the transaction prevented from being successful? I have never had this problem before and there are funds that I want to withdraw are on the Paypal profile.
