Paypal withdrawal issues.

I finally managed to connect my Paypal Account to my FNB online profile after weeks of trying, since their site isn't functioning properly and I had to liaise with customer services over phones call and emails. Now when I try to withdraw funds from PayPal, I received an error code E-194129 that says "Hard Hold on Account. I don't understand what the problem is their customer service is non-existent as I have been trying to solve another separate issue for about a week now, to no avail, it seems nobody knows how to solve these problems. What an absolute nightmare how inefficient the "best bank in South Africa" is, this whole process of linking Paypal accounts to any South African banking account should be done by Absa, now that's an efficient bank.
