PayPal Withdrawal issue

I have been trying for 1 week, to withdraw from my PayPal and am still receiving an error E-104129 Hard Hold on Account.

I am unable to get through via phone to the PayPal enquires at FNB. I have sent an email with my enquiry and have still not received a response.

I need this to be resolved as soon as possible.
