Paypal Withdrawal: (E-104129) Hard Hold on Account

Hello, when withdrawing from my Paypal account, this message appears: '(E-104129) Hard Hold on Account'. So I went to the closest branch, and they said that my account is fine and didn't know what to do. Could you please help me with that issue. It's an emergency. I really need this transfert.
