PayPal Struggles. No answer from department.

I am currently struggling to withdraw from my PayPal account into my FNB bank account. Error: E-104129 Hard Hold On Account. It is incredibly urgent. The "secure chat" agent was unable to assist and referred me to the PayPal department at FNB, but no matter how many times I call or no matter how long I stay on hold no one answers to assist.
