Paypal problems - I am ignored

I am trying to link my paypal account to my FNB online profile. I was told to send through FICA information, which I did. I was told that it was also validated but still I am met with permission/FICA problems when I try to link my paypal account.

I have requested (***) my account be sorted out 3 times now and no one bothers to respond.
