Paypal problem - unable to withdraw funds

I am unable to withdraw funds from my PayPal account to the FNB account. I have previously been able to transfer funds without a problem.

This time, however, there is no "withdraw funds" button available. On the "My Accounts" screen, my Paypal balance is 0.00. However, the Paypal services page says that I have $200.59 available. Why the discrepancy? And why can I not withdraw the money this time?
