PAYPAL not working E-104129

PAYPAL not working!!!!!!!E-104129 Hard Hold on account. There have been numerous complaints with the exact error code and description for over a year. Is there a solution or not???? I am unable to grant permission to view my balance and I am unable to withdraw, what is the routing number that PAYPAL requires in order to link a bank????
