Paypal error E-96 user not permitted to access this process!

There have been two problems with FNB-Paypal, firstly they still haven't verified my non-FNB account despite it being 2 weeks!!!! Then everytime I want to check if the account has been verified I get some message saying "E-96 user not permitted to access this process".
