Paypal error E-96 user not permitted to access this process!

Yet another complaint for FNB and how *********** they seem to be! Now I am getting an e-96 error when I try to withdraw my funds from Paypal and there is no other way to access these funds.

PLEASE CAN THIS BE SORTED OUT ASAP!!!
