Paypal Error E-90909 Cannot Grant Permission First National Bank Side (Time out)

It is with dissatisfaction that we kindly have to go this route again. The Paypal service desk is not answering their calls. We cannot provide permission from the First National Bank Internet Banking as it keeps showing Error E-90909. Please can you fix this asap.
