Payment Reversal

On the 29th of November I purchased an item online I used my debit card to make an EFT payment to the recipient. However i have been sent from pillar to post about my delivery. I want to stop and reverse the payment. What is my recourse because even now the person is giving me the run around. The purchase was supposed to have been delivered within 7-10 working days from day of purchase via EFT. What can i do?
