Pay and clear now not possible...

Made payment using pay and clear now to a different bank on the 5th two days later the money is still not reflecting and i'm still waiting, what's the point of pay and clear now First National Bank? Please reverse my bank charges that you charged me for immediate payment and make sure the money gets to the intended recipient.
