Paid up loans

I had a loan with FNB and it was handed over to MBD for collection and MBD gave me a settlement amount which I paid on 31 Janaury 2023 and it has been a nightmare to get a paid up letter Now FNB says I must pay the full amout to get the paid up letter and for the acount to be closed Truely this sucks why do they have settlement amounts
