Paid UP letter

I have been waiting for 45 days to receive my paid up letter after my account was refunded. When I call today to find out if I can now get the paid up letter I was then told to wait another 45 days. It is really stressful that nothing has been done yet since after the 23rd of November 2020 after receiving my refund. I am told that the system has done nothing yet
