Only 1 teller at all fnb branches

Why does every branch only have 1 teller and clients have to wait 30 to 45 minutes? Every year we have to pay the banks more but we must be kept waiting. Branch manager says its standard policy to have 1 teller at all fnb branches. That's ridiculous
