One Account settlement

I have been batting with my One Account, since last year October the settlement letter was requested 27th October 2018 and was sent on the 30th October 2018 even though the money to settle the account was more than the settlement letter we couldn't close the account due to my personal loan deductions cause after the the amounts they took even the refunds were not enough to close the account. I'm the 30th June 2019 I did tax submission with SARS and I had a refund and it was paid to my One Account but since that account is on debit due to Personal loans deductions I couldn't get a peny I know o owe Personal loans and I have to pay it but that's not the only bill i have to pay I still have credit card and other bills too. Deducting from One Account when there is no available funds that's creating another un necessary bill for me. I have been paying Personal loan, credit card and device account on monthly basis R100 which I could afford at the time until my sister who has been assisting me stopped working I cannot even afford to buy myself food let alone buying food for my ***s. I have just started farming that's is why i left the bank but since it's taking time to grow I'm even marketing to get a second job.
