On hold for an hour

Is it normal to be on hold for almost an hour and still recieve help . Called about doing an ewallet reversal because my cellphones banking is blocked and was on hold for a ridiculous amount of time. Like its unacceptable that customers have to be on hold for so long with no assistance. Ran out of airtime couldn't call back. Poor customer service
