Not being paid my money immediatly

I had joined FnB this year, and I had a 32 day notice account since 2008. When I joined this year I asked the person opening my account if the 32 day notice account still functions the same. That if incase of emergency, my money would be released immediately, but be charged a penalty fee. Now I have an emergency, but apparently there is a term and condition I haven't read and was not told about that I need proof of my emergency other wise they won't pay me nothing.
