No way to get payment approved due to 'suspicious' actitivity when its a yearly payment

Been an Apple Developer for 6 years, every year a payment has to go off. This year when Apple try to take the money FNB sends me SMS saying the payment has been declined due to being suspicious. Gives option to reply Y to accept the payment, when I do payment is still declined. Calling the call center the person says I need to speak to security department. then he transfers me to his own department and new guy says same and transfers me again to the exact same department. I need this payment to go through today!
