No logic on ewallet withdrawal

FNB gives one an option of sending an EWallet recipient an amount of R5000. But that person can't withdraw the whole R5000 but only R3000. Where is the sense in that. If someone urgently wants to send a person a R5000, and they can only withdraw R3000 what is the use? i called their help desk *** spoke to a BongiNkosi Mdaki , and when I asked him to escalate this., He dropped the phone in my ear .
