No joy or reaolve

I have requested that a pending paymemt be reversed due to FNB system failure on the 28th November 2025. Tomorrow will be 2 weeks since the payment was made but noit banked (licence dept). I have been on the phone every day, either on secure chat or call. I have received promises of call backs. I have a reference number but still no joy.
