No clarity on qualification criteria

We usually have the option to take a Temp Loan from FNB on our account, this month the option did not come up and when I phoned The Temp Loan Dept, they told me I don't qualify for a Temp Loan, so I asked about the qualifying criteria and all I got told is Sometimes you qualify and sometimes you don't, try again in two weeks!!! Can someone please call me back with this for more clarification on what the qualifying criteria is? and how to ensure it is available to a person every month, if it is possible?
