No assistance although ive committed to pay

I have an account that I have made payment arrangements, I have called to close suspend this account as I pay it to closure, a lady told me its not possible, so ive made payment arrangements but the account keeps being charged monthly fees and attempted debit order charges. So how exactly will I pay this to closure, then its irrelevant for me to pay it
