New card

I need to redirect my new bank card to a different branch that I have access to during the day however I have not had any luck with you. I sent an email and was told to visit a branch. The branch told me to go online. What must i do to get the card delivered to a difderent branch? I also still have not received my refund of the money that was deducted from my account last year for an account that was never activated due to the mess you created around the card.
