Need card to be activated

We've been trying to get my son's new card activated, but it has been such a struggle. The card was delivered last week Monday and we've forwarded the necessary documents the same day the card was delivered. When we call the number at the back of the card, it rather says the person at extension.... is not available. So please tell me how else are we suppose to get his card activated??
