Money not available when I need it.

I have a revolving loan account, been accruing money in there for my trip to Australia over the holidays, now I'm here and the money is not available. May you please explain why???? I am now stuck in a foreign country with no money and the revolving loan is meant to be available when there is a percentage of the credit paid back. Please can you email me as I am currently on holiday in Australia and cannot receive calls.
