Missing credit card/cant transfer funds

I received a call during Dec 2019 where a lady made arrangements with me to deliver my credit card. Until today, I have not received my credit card. I can also not transfer any money from my credit card to my current account. Why not? Is this due to the expired card? Please fix this. It is annoying and I pay enough bank fees not to struggle like this!!
