misleading consumer with regards to building loan

We app**** for a building loan. It was never explained or stipulated in the contract on how they grant the progress payments. Neither was there any guidelines nor any specific rules given to us on how they want the building process to be followed. Now that we are halfway build with our own money, and we app**** for the first progress payment, needing the building loan money to go further, now FNB says that we need to build up to 44%. But this 44% could be rand value or anything. They could not tell me how far I should build to reach this 44%. So if they can't even help me with giving me the rules and guidelines to reach their 44% ( whatever that means) FNB approved our building loan, but if you look at what is happening now, we do not have any type of loan. FNB advertise on the TV \how can we help you". Well with our situation now"
