Lost Tittle deed from Fnb

Fnb is delaying my process of switching my bond to another bank they are making excuses that they have lost the tittle deed it been over 5 months of waiting they promised to send the documents for me to sign on starting the process of advertising in the government gazette for a new title but till this day they have not sent the forms
