Lost device

I have a mobile device that I had bought on contract with FNB and it had the option of including insurance, after losing my device and requesting a claim form from the insurance they let me go to the police station without informing me that they are responsible for issuing an ITC number. I was then told my the police to obtain an ITC number from my service provider (FNB). I then contacted FNB and I was informed that I will receive it within two days. It is now 2 weeks including consistent follow ups, worse thing I cant even claim for a new phone because of this delay, I dread to think how long the claim process will be, I am very disappointed if I had known I would have opened an account with another vendor.
