Linking of PayPal account

I have been trying since 26 July to link my PayPal account to FNB. I have been sent from pillar to post and have submitted my KYC documents 3 times now without any response. Each time I am promised a call back with nothing happening. My last call was on 10 August with reference number *** once again requesting FICA documents. PayPal rules have changed and right now FNB is not competent enough to assist me in abiding by Tax Laws. Why FNB is the PayPal "buddy" I will never understand. They are ***********, inconsiderate and in my view beyond pathetic.
