IStore Purchase Failure

I purchased an IPhone in 26 June 2021 under the impression the payment plan will come into effect within a few days, this was not done. I have contact the secure banking five times now with them all giving me to same answer of it will be transferred, it has not. It is the 3 August 2021 now and the banker is telling me to phone another department. I am highly disappointed!
