Is anyone even WORKING at this bank?

I requested a refund last month as I settled my credit card which was under debt review AS WELL AS a paid-up letter. I received the refund, but never received the letter. Now, in the new month, more money has been paid into this account due to my debt review debit order going off (they need the paid-up letter to close off the account). Now I need to request a refund from the most *********** bank AGAIN and the paid-up letter. We are just going around in circles. Nobody replies to the dedicated hellopetercomplaints email address, not the contactdebtreview address.
