Interest rate not as quoted

I was quoted 6.3% interest in August when I deposited money only to receive a letter on 15th October by post at my house, dated 18th August, even though I have email and P.O. Box no., stating my interest rate as 6%. 3 days later no satisfactory conclusion to my problem. I have phoned Treasury and visited my branch- each pass the buck to the other!
