*********** bank bad service delivery

I disputed a debit order on 17 august 2021 now when I check the status online of the dispute it still shows in progress and the debit order was not send to me for authorization. I don't have a cell phone contract with that company. Today when I do the live chat with FNB banker they tell me I should contact the service provider that took my money to pay it back.
