How can they

We purchased a house in March 2013. FNB granted a home loan on a suspicious electrical compliance certificate . I have been trying to get the money I have payed to have the electrical wiring fixed from all parties concerned . All parties concerned (Attorneys ,seller and bank) are passing the buck . I would like to have my money which is +- R 80000 to be paid back to me . All relevant documents of proof have been given to Rocksan Bennett (a manager at the home loans dept) .
