Home loan extension issues

Its been months now that I'm trying to sort out an extension to my home loan. Nowhere in the original application was things mentioned about "occupancy certificate" and that i need "permission from the Municipality to do repairs to my own house" (which the Municipality states they dont give; only if i doing building alterations....) i'm at the point where i'm thinking of moving to a new bank
