HOME LOAN CHANGES - NOT WHAT I SIGNED FOR

I took out an access bond in October 2005, I was charged fees for this privilage. Now I have recieved an increase in my salary and can do much needed renovations to my home and suddenly the over R100000,00 that was available last year in my access bond has dropped to R20000,00. According to FNB they sent out a letter via email in December 2016 to say that the bond was changing, I have never signed acceptance of this or even seen this letter as FNB always says they will not send communication via email as one of their ***** policies - after 31 minutes on hold I have also just been cut off for the 3rd time waiting for a supervisor - is this the sevice FNB has resorted to? I paid for an access bond and would like to now access the funds as i can confidently pay the extra premiums back monthly - is this too well planned out for FNB? where is the documents signed accepting changes to my bond that I paid fees for? where are the fees refunded if FNB has the signed acceptance of the bond change by myself?
