Holding for 11:28 for a call to be answered. Who should pay for this call?

<p>Do you honestly expect that it is reasonable to keep someone holding on for more than 11 minutes just to have the call answered. I eventually terminated the call because I am paying the call charges while I listen to your "We are experiencing higher than normal call volumes" non-sense. How do you expect me to resolve an issue if you don't answer your damn phones? </p>
