Holding customers hostage

Earlier in the month I visited FNB branch to close a premium account. Unfortunately, I bought an iPad through FNB Smart Device and a SIM card through FNB connect a few months earlier. And because of these two purchases, FNB says that it cannot close my account because FNB Smart Device and Connect cannot debit from accounts of other banks. The alternative is to pay an early settlement fee of R 2500 to settle the iPad and a penalty of R 150 to cancel the SIM card. They also advised that I could downgrade the account to an easy pay account so that I could avoid paying a penalty fee and continue paying for the IPad in installments. Downgrading the account was supposed to take 3 days. Two weeks later this has not being done. Is this legal that one sells people non-banking goods and then prevent them from leaving the bank by imposing penalty fees? What does NCR say about such practices?
