Hold hard on Account

I have been unable to withdraw money from my PayPal account through my FNB online banking profile. I have had a Hard Hold on my account for a few months now. After my first review on Hellopeter, they quickly contacted me but now nobody is getting back to me. I am losing money and I find it disgusting that nobody is willing to contact me back. I was sent an email via FNB's PayPal enquiries that stated that once I fill out the attached form stating my tax obligations to the bank, that the Hard Hold will be lifted. This was over two weeks ago. I sent a follow-up email a few days later to which I am still awaiting a response and the Hard Hold has still not been lifted.
