Hidden rules in FNB Revolving loan

I have a revolving loan with FNB. I've paid more than 15% of the loan, to my surprise, I can't access the revolving loan. After calling the call center, I was told to go to any branch to query as they can't see what the problem is. At the branch I was told this: I must use only 80% of the loan to access the revolving facility. If I've used 100% of the loan, then I must pay off 50% of the loan in order to access the revolving facility.

What's surprising is that none of these criterias are mentioned in the quote and nowhere did I see this clause during my online application. If this is how this revolving loan works, then it should be put upfront instead of just advertising the pay back 15% to access facility.

I'm currently having an emergency and can't access money I thought I had access to because of a clause I wasn't made aware of? That's just **************** from FNB!!
