Hard hold? What even is that?

I am needing to withdraw my funds out of my PayPal account into my bank account, but I get this error:

(E-104129) Hard Hold On Account

What does this mean and why was I not notified beforehand?

This needs to be sorted out IMMEDIATELY. With the lock down I really need access to MY money!
