Hard Hold On My Account

A hard hold has been placed on my account without any kind of notice or warning, which makes it impossible to withdraw my PayPal funds. Their online bankers were of no help and immediately tried to pass the problem over to another department that I had to phone, only for no one to answer phones. Sending in a complaint request has yielded no results, despite them claiming someone would be contacting me within 48 hours. Not impressed.
