Hard hold on account - no explanation

I just tried to withdraw from Paypal and was slapped with a Hard hold on account error. This has never happened before. Why did FNB not alert me that there was a problem and what the error actually means? This is the only way that I can withdraw my income so this is highly stressful for me. I hope FNB can sort this out quickly. I'll appreciate any help from them.
